Guv congrats Tongam

ITANAGAR, Jul 14: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has congratulated Tongam Rina, Associate Editor of The Arunachal Times for being selected for the prestigious media award, ‘Prize for the Freedom and Future of the Media-2013’, instituted by Media Foundation, Leipzig, Germany.

In his congratulation letter, the Governor said that it is a proud moment for every Arunachalee and people of Northeast in particular and Indian Media in general. He further said that her achievement will definitely inspire all the media persons of the State and Northeast, especially young girls. It will also instill new zeal and passion amongst the members the Fourth Estate and encourage them to continue their indispensable contribution towards building stronger, healthier and more peaceful societies.

Vandalism condemned

ITANAGAR, Jul 14:  Arunachal Olympic Association (AOA) has vehemently condemned the act of vandalism at Directorate of Sports and Youth Affairs office at Chimpu near here.

AOA appealed to the miscreants not to indulge in such activity which is detrimental for development of games and sports sector in the state. Miscreants ransacked the office of the JE’s of the Sports Directorate on Friday/Saturday night and took away a computer set, copier machine and damaged some important files.

 

GPF questions slow progress of Rina case

ITANAGAR Jul 14: Reacting to the charge-sheet and contradicting media report about Tongam Rina case Galo Peoples Federation (GPF) flayed Nabam Tuki led Govt. as “Government without Governance” and termed the investigation report as“eyewash.”  

 Contemplating “Justice delayed is justice denied”, the GPF questioned how the Govt. and its agencies took 360 days to prepare charge-sheet and the Forensic Report. Why it waited for almost a year? Was the investigation deliberately delayed to forge a compromise?  How come a final report can be prepared when the alleged main accused/conspirator is still absconding? GPF has demanded for a fool proof investigation of the Rina case and to give exemplary punishment to the culprits at the earliest. The Federation has decided to pursue the cases till a concrete result does not arrive.

 

Villagers plead for early renovation of Gogar Bridge

ITANAGAR, Jul 14: The Gogar Youth Association (GYA) has appealed to the department concerned to immediately repair the suspension bridge over Gogar River. The suspension bridge, which is the life-line for the people of Gogar village, capsized merely after three months of its construction and remained unused for last three years, the  Association informed.

Gogar village is located at 3 km eastwards from Likabali, under West Siang district and only 5 km from NH-52, however, till date there is no proper surface connectivity to the area. Every year, the villagers construct link road only to be washed away by flood water in rainy season.

While claiming that ever since the suspension bridge capsized the local people of area particularly school going students are facing numerous hardships during rainy seasons as they have to cross the river puting their lives on risk, the Association said.

Lamenting that the department concerned is taking no  responsibility for renovation of capsized bridge, the  Association claimed that at least five persons have drown till date while crossing the river. It appealed the authority concerned to immediately repair the Gogar Bridge for the greater interest of people of area.

 

Dree celebrated at Sagalee

ITANAGAR, Jul 14: Dree Festival was celebrated with pomp and gaiety at Sagalee yesterday.

Sagalee Anchal Chairperson Techi Kaha and senior public leaders of the area Nabam Tadap attended the function as chief guest and guest of honour besides hosts of Panchayat and Public leaders and   officials of the area.

Colourful Pre Dance, Daminda Dance and modern Dance display were the main highlights of the celebration.

As part of the programme, the Apatani community of Sagalee along with the guests also undertook a tree plantation programme in and around the Indoor Sports Stadium, Sagalee.

 

Restoration of BSNL service sought

ITANAGAR, Jul 14: In its representation to the deputy general manager BSNL Itanagar, Sigin-I Zilla Parishad Member today sought for early restoration of BSNL service. ZPM also demanded for the installation of a telecommunication sub-branch both VSAT and OFC media and deployment of expert technician team to restore the service at earliest. The authority has assured to look into the matter at earliest, a release claimed.

GAS donates life support oxygen set to CHC, Seijosa

ITANAGAR, Jul 14: The Ghora Aabhe Society, Seijosa (GAS) has donated life support oxygen set to the community health centre (CHC), Seijosa.

Appreciating the noble contribution, ADC Seijosa T Pado and Dr. Gagung R Yangfo, MO, CHC Seijosa both appealed GAS to provide more such equipments for making proper medical facility accessible to the local masses.

The society had earlier donated some amount to the CHC to be used for providing free medicines to the poor.

City police nabs extortionists

ITANAGAR, Jul 14: In a major breakthrough, Itanagar Police today arrested two extortionists  from Dimapur who were involved in serving extortion demands through Mobiles to many people of Itanagar area including some politicians.  The arrested persons have been identified as Morda Basumatary, 25 and Jonah @ Rajen Narzary, 26.  Both  Basumatary and   Narzary are the residents of Fungvila Village, under Sonitpur  district,  Assam, according to police sources. Earlier yesterday the Capital police arrested one Preminee Narzary, 30 of Thaigenbari, Sonitpur district,  Assam from Chandranagar area here which led to the arrest of  other two extortionists today.

Police further informed that Preminee Narzary is working as driver of a Dimapur-Itanagar night super bus.

On interrogation, arrested accused Morda Basumatary disclosed that he is a surrendered NDFB activist and has also  confession his involvement in serving extortion demands earlier through Mobiles to many people of Itanagar area including some politicians. Thorough interrogation is going on to ascertain their involvement in all such pending extortion cases. They used to obtain the mobile  numbers of the businessmen and rich people and used to demand money while using several SIMs obtained illegally from Dimapur (Nagaland) in the name of a militant organization, police said. Capital SP Nabam Gungte who supervised the whole operation has appreciated Officer-in-Charge of Itanagar Police Station and his team for such commendable job.

 

 

Candlelight march seeks justice for all oppressed women

SEPPA, Jul 14: Thousands of people from all walks of life, including students, house wives, business community, NGOs, government officials took out a candlelight peace procession at Seppa  Saturday seeking justice and eternal peace  of toddler who was brutally raped and murdered at Bhalukpong on July 2 last. With angst and somber mood, the protesters began its peace march from police station around 6.30 pm, and  it passed through Bazar Line and Circuit house, later culminated at General Ground around 8.30 pm.

“Such crime to an infant is beyond imagination and culprit must be hanged till death” said a protester.  

Being organized by the Langdo, Rangmo, Welly, Wange and Weyo Youths Association, the candlelight march was also a symbolical protest against the crime against women across the state. The association further demanded capital punishment to the culprit and urged the law enforcing agency to consider it as rarest of the rare case.

It appealed to the chief minister to ensure the culprit must be chargesheeted within three months, so that dreaded rapist and murderer have fear for law.  The Association further said as an aggrieved family it has full faith on judiciary and law and hoped that culprit must be punished as per the established law of land.

Later protesters observed two minutes silences as mark of respect to the soul of infant and other victims of rape and murder across the state.

 

 

Suspected woman drug peddler arrested, opium seized

ROING, Jul 14: A 34-year-old woman is behind bars for selling opium after she was arrested by Roing police following a raid in Cheta village Saturday afternoon.

Handuru Mena, was arrested at her residence in Cheta by a police team led by Sub Inspector P Nikong and 6.5 gm of opium recovered from her.

Police acted after receiving information from an arrested drug addict Bindodso Bellai, 22. The addict was picked up by police from his rented room in Cheta, after a complaint was received from the house owner.

Apparently, the rented house was a meeting point for drug addicts, and was causing a ‘nuisance’ in the neighbourhood, which prompted the house owner to seek help of police.

Mena has been charged under Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985/ 34 IPC.

The arrest of suspected drug peddler is a big catch for Roing police after several failed attempts. In an earlier attempt, police had held two women drug peddler from outskirts of Roing town. But they were release for lack of evidence.

The arrest has received applause from several civil society organizations. In a letter addressed to Deputy Commissioner, Roing Enjalu Menda Women’s Empowerment Forum (EMWEF) has demanded that arrested person be dealt with strict action.  

They have demanded that any person arrested on charges of drug trade must be kept in custody for atleast a month, so that it acts as deterrent.

“The arrested peddler was approached several times to stop trading on opium,” EMWEF informed in its letter. “The suspect’s photo was also put on display in a poster campaign along with three other main drug peddlers. Even then, such public humiliation had proved useless.”

Informing about the extent of damage these drug peddlers had caused to the society, the women’s group said that Cheta village has now become the hotspot of drug addiction with victims mainly from underage population. “Besides opium, brown sugar and all sorts of addictive substance have already made inroads.”

Talking to this correspondent later, an EMWEF member said their worst fear has already begun. “In last panchayat election, we have information that opium was traded for votes. In such scenario, these drug traders and addicts will start to get political patronage. Then nothing can stop our society from disintegrating.”  

 

 

Mystery surrounds death of a school boy

ITANGAR, Jul 14: Gyamar Tagi, a class VI student of Govt Middle School, Mani has died under mysterious circumstances.  The student who left the school hostel for home after he fell sick on July 4, never reached his home again. His body was reportedly recovered by Assam Police from Dikrong Sapori, near Dori Gaon, Assam on July 6 last with multiple injuries. This was informed by the Gyamar Welfare Society (GWS) in a release today.

The Society  has demanded the authority concerned to launch a thorough investigation into the mysterious death of the student. The deceased Gyamar Tagi, who left the school hostel for home after he fell sick on July 4, never reached his home again, the Society informed.

"As per information gathered from his hostel-mate, the boy had applied for leave to the Hostel Warden along with one of his friends, who was supposed to accompany him. But the Hostel Warden did not allow his friend and let the sick boy go alone,” GWS said in a release.

The poor parents got information about their child when one of his hostel-mates rang them up on July 13 to inquire about Tagi’s well-being. Shocked by the phone call, parents of Tagi rushed to the Police Station, Banderdewa to inform police about the incident, where they came to know from the Officer in-charge that a body of a young boy was recovered by Assam Police from Dikrong Sapori, near Dori Gaon, Assam on July 6 last with multiple injuries on the body which they cremated after 72 hours. It was also learnt that the Assam Police had reportedly intimated to all the police stations of Capital Complex, including Doimukh on the recovery of the body of a young tribal boy. But none of the police stations took initiative to check the body as they did not receive any missing report during that time, the release said.

The body was reportedly identified by the parents from the photo taken by Assam police before cremation.

The Society held school authority’s utter negligence responsible for the death of a young boy and demanded exemplary punishment to all those responsible for the death.

The society prayed to almighty to rest his soul in eternal peace and give enough courage to the bereaved family to bear the irreparable loss.

Meanwhile, All Nyishi Students Union (ANSU) also demanded the Papum Pare police to launch immediate investigation into the case to give justice to the aggrieved family.

Describing the recovery of dead body of the student at Dikrong Sapori as unfortunate, the ANSU blamed the school authority for the  same. At the  same  time ANSU also  requested the victim’s family to remain calm and let law to take its own course of action.

 

 

Arunachalees urged to prove their mettle

NEW DELHI, Jul 14: Senior Indian Administrative Service (IAS) officer Tajom Taloh exhorted Arunachalee students pursuing higher education in the National Capital Territory of Delhi to be disciplined, committed and dedicated to prove their mettle.

"The situation is totally different here and poises tough challenges for Arunachalees," he cautioned, while addressing the maiden Arunachalee-Delhi get together at the 8, Feroz Shah Road residence of Lok Sabha Member Takam Sanjoy here on Saturday evening.

Thanking Sanjoy for creating the platform as a true people's representative, Taloh urged fellow officers to extend all possible help to gen-next Arunachalees in fulfilling their dreams.

"The get together is a great opportunity for Arunachali officers who are working in various capacities and students pursuing higher education in various institutions to know each other and extend help whenever needed, said Taloh, presently serving as secretary with the NCT administration. His caution to young students was with due earnest for the reason that the people from North East have been facing numerous problems in Delhi, forcing the Delhi Police to take numerous measures for their safety and security.

In fact, Arunachal Pradesh Chief Minister Nabam Tuki, who was the chief guest at the event, felicitated Joint Commissioner of Police (Training) Robin Hibu, Dr. Millo Tabin, Associate Professor (Forensic), AIIMS, Marto Bagra, Assistant Resident Commissioner, Arunachal Bhawan and J T Tagam, a PG student of Delhi University, on behalf of the MP.

Hibu, as coordinator for safety and security of north east people, facilitated the appointment and training of 37 representatives from eight north east states to serve as the eyes and ears for their people in Delhi and for empanelling senior journalist from Arunachal, Pradeep Kumar, as resource person as per Ministry of Home Affairs directive to sensitise Delhi Police on north east issues and problems.

Dr. Millo was felicitated for extending health services, while Marto was felicitated for being a local guardian to Arunachal students. Tagam was felicitated for his philanthropic service as a student.

"We Arunachalees are proud of ourselves and have been contributing to nation building. We should continue to do so with greater vigour for the cause of our state and people that would amount to serve the nation", Sanjoy told the gathering.

Besides the chief minister, Arunachal Pradesh Congress Committee president and Rajya Sabha member Mukut Mithi, Arunachal Pradesh Finance Minister Chowna Mein, Food and Civil Supplies Minister Kamlung Mossang, legislators, senior IAS, IPS officers, doctors and a battery of media persons, including Kumar were present.

The meet aimed at promoting spirit-de-corps amongst Arunachalees living in Delhi and to share ideas, the MP added.

There are seven IAS and four IPS Arunachalee officers, the highest from North East India, who are posted in the national capital at present, informed Toko Meena, who is pursuing a doctorate in education from Delhi University.

A cultural programme and traditional dinner with tribal delicacies made of fresh ingredients from Arunachal were part of the meet.

 

 

Orgs allege fund embezzlement in road formation

ITANAGAR, Jul 14: Alleging anomaly in the road cutting work from Niya to Pichola sanctioned under TFC grant, against Banderdewa Forest Division, the Banderdewa Karsingsa Youth Welfare Association (BKYWA), All Banderdewa Circle Students’ Union (ABCSU) and Banderdewa Bazaar Welfare Committee (BBWC)  have demanded for non-release of payment of the aforementioned work till actual completion of the work.  In a representation submitted to the chief secretary, the organizations claimed that the concern ranger of Banderdewa Forest Division issued completion report of the said work, the 3km stretch meant for patrolling of the forest area by its staff, without even inspecting the work.

They informed that the report of issuing completion report without the work being complete actually was also appraised to the competent authority of Environment and forest but to no avail.

Even the work was grabbed by submitting false and fabricated estimate by the executing agency in nexus with the concern official. The work started immediately after and within no time it was completed too, they stated.

Demanding constitution of an enquiry committee to investigate the matter, prompting disciplinary action against the corrupt official and transfer from the division at the earliest, they further warned of going ahead with democratic movement if the demands are not fulfilled.

 

 

GWS felicitates achievers

ITANAGAR, Jul 14: In a simple yet impressive function held at Siddhartha Hall on Saturday the Galo Welfare Society (GWS) felicitated its meritorious students and brilliant achievers in various fields. The function organized in an effort to recognize, honour and encourage the outstanding performers in various fields felicitated a total of 115 achievers. MLA and Chairman, AP Agriculture Development and Marketing Board, Techi Kaso  and Swami Pradiptanandaji Maharaj of RamaKrishna Mission Hospital, Itanagar attended the programme as chief guest and guest of honour respectively.

In a noble gesture, the Society also felicitated all the successful Arunachalees cracking the prestigious UPSC examinations and Assam Judicial Services. Among the many awardees was well-known sculptor Tokar Riba, who worked as an Art Expert in the Directorate of Information and Public Relations, widely known for creating the iconic landmark “Pahalwan mor”  located on NH 52A in between the twin city of Itanagar and Naharlagun. Gumpe Rime, the ace footballer of the state was one of the awardees as well. Rime has been known for his successful stint with the Shillong Lajong Football Club as a goalkeeping coach for four years before joining Tata Football Academy,Jamsedhpur.

AYC office inaugurated

ITANAGAR, Jul 14: The office of Assembly Youth Congress (AYC) 31-Aalo East Assembly Constituency was inaugurated by Lok Sabha Youth Congress (LYC) Western Parliamentary Constituency President Dikto Yikar in presence of Khapa Bagang, General Secretary (Admin), LYC, Western Parliamentary Constituency and Nirmal Khadka General Secretary (LYC) in-charge West Siang district.

Addressing youth congress cadres and workers on the occasion, the LYC president suggested the youth leaders to keep strict vigil on the ongoing central and state sponsored schemes for the welfare of the areas as well as state. He advised the leaders of AYC Aalo East to keep close co-ordination with the elected representatives of the district and serve as the bridge between the elected leaders and project implementing agencies for all round development.

He also suggested the cadres and workers to work hard for strengthening the party organization as grassroots level.

When we will be conscious?

One more population day has been passed on 11th July like other days earmarked by United Nations. But population scenario in the world is unchanged in terms of population growth. The current rate of population growth through increasing the demand for subsistence at a rate faster than supply,are likely to create a member of socio-economic problems like pressure on land, food shortage, drinking water crisis, housing, unemployment, illiteracy, ill health and poverty which are sufficient to paralyze the social equilibrium i.e. the functioning of the social process. For that matter, the disparity between resource and population growth rate has drawn the anxious attention of United Nations. Thereby, population explosion is the matter of serious concerns to the intellectuals, social scientists, planners, demographers and politicians how to mitigate the worldwide threatening to the existence of human beings on this planet.

It has been  projected in ‘World Population Prospectus’ that the size of world population will cross 700 crores in the month of this July 2013.In this current century it will cross 10 billion i.e. 1000 crores. It has been informed that high fertility rate in developing countries are prime factor for excessive population growth in worldwide. In the end of this July, the number of world population will touch 720 crores .Within 2050, the middle part of the millennium the population figure may be double of present number in less developed countries. On the contrary, the population figure would be unchanged in developed countries. It may be raised to 128 crores from 125 crores in present millennium. World population prospectus has been decoded that the havoc population growth during the period of 2013 to 2100 years may be taken place in nine countries mainly. These are Nigeria, India, Tanzania, DR Congo, Niser, Uganda, Ethiopia, USA and Bangladesh. In 2050 world population figure may touch 960 crores. It is the matter of great relief that overall growth rate of the world is following decreasing trend.

The UN report has revealed that India will be most populous country after 2028 with 145 crores population crossing China. On 2028 the population figure of both the countries - China and India - will be parallel with the figure of 145 crores. Later, upto middle of this century the population of India will increase and figure will decrease gradually.

Therefore, Government of India should put consorted attention on population growth to stabilize the growth rate to fight against alarming problems. Otherwise, India’s population certainly cuts much of the fruits of development. Nowadays, population explosion is not a problem for an isolated country, it is the problem of whole universe.

There is a child born in India every one and half seconds.India is supplementing every 10 years a number of human heads more than double of the UK or equal to entire population of Pakistan or Australia, or more than half the population of USA. We have to find 12 to 13 million mouths every year. India’s share of world population is likely 18% but has hardly 2% of the world land. Herein lies the disparity between resource and population growth.

State receiving deficit rainfall

PASIGHAT, Jul 14: Arunachal Pradesh and other NE states are receiving deficit rainfall till the ides of July this year.

According to Indian Meteorology Department (IMD) data, Arunachal Meteorology Subdivision has received 36 per cent deficit rainfall, while Assam-Meghalaya Meteorology Subdivision and Nagaland-Manipur-Mizoram-Tripura (NMMT) Subdivision received 45 per cent and 61 per cent deficit rainfall respectively during this period.

As per IMD record, Arunachal Pradesh received a total rainfall of 409.9 mm as against the normal rainfall of 635.7 mm during this period.

Assam-Meghalaya Subdivision received a total rainfall of 401.1 and NMMT Subdivision 252.3 mm as against the normal rainfalls of 729.6 mm and 639 mm respectively.

After the onset of the monsoon this summer, Arunachal Pradesh and parts of Assam witnessed moderate to heavy rainfall since late June this year.

Met reports said that the weather systems formed over the Bay of Bengal are seemed to have moved in westward direction, drifting away from the NE region.

IMD reports further revealed that number of monsoon rainfall deficient years in the North-East region has been growing since 2001.

Arunachal Pradesh meteorological sub-division recorded five monsoon rainfall deficient years, while the Assam-Meghalaya meteorological subdivision of the region recorded six monsoon rainfall deficient years with the Nagaland-Manipur-Mizoram-Tripura meteorological sub-division recording four monsoon rainfall deficient years since 2001.

The breaks up report of the deficient monsoon rainfall years in Arunachal Pradesh between 1982 and 1990 is one rainfall deficient year and three excess rainfall years and five normal rainfall years. Between 1991 and 2000, the state recorded one deficit rainfall year, three excess rainfall years and six normal rainfall years, while it recorded five monsoon rainfall deficit years and equal number of normal rainfall years between 2001 and 2010.

 

 

Foundation stones of community building, girls’ hostel laid

ITANAGAR, Jul 14: T Norbu Thongdok, MLA and Principal Advisor to CM cum Parliamentary Secretary for PWD began his developmental tour program to Rupa, West Kameng district yesterday.

He laid the foundation stone of Community Building of nine clans at Rupa (Kamcha) yesterday and  expressed the hoped that the building will serve as a hall/centre for the entire community to celebrate their festivals and other days of great significance.

He also laid the foundation stone of a Girls Hostel for Rajendra Ashram Rupa with accommodation capacity of 50.

In order to improve the diet at Ashram, he announced Rs 1 lakh from his own source every year for the better diet of the children at the Ashram.

On the request of the people, he announced for concrete footpaths in Kargil Basti Near Rupa. Since there is no proper footpath in the village it becomes very difficult for the people to carry out their day to day activities during rainy season.

He also announced for sanctioning a cultural hall at Amar Basti, near Rupa town and also put an effort to improve the quality of drinking water.

Laying stress on the road condition, he announced for black- topping, proper drainage system and public utility toilets at Lalten Basti near the town

On the occasion, AK Singh, Deputy Commissioner West Kameng has urged and stressed for better education and better civic and social education of the children.

Thongdok was accompanied by all the HODs. Block Chairman, Anchal Samiti Members, GBs and other prominent leaders during the visit.

Visiting Lungbaktang today along with HODs and others companions, he announced road from Lungbaktang to Blapsar, a tourist hot-spot under Rupa circle.

 

 

49th literary session of APLS held

ITANAGAR, Jul 14: The 49th monthly literary session of APLS (Arunachal Pradesh Literary Society) was held at the Conference Hall of J N State Museum here with APLS president Y D Thongchi in the chair.

The literary sitting staged every second Sunday in a month is a sheer effort of APLS to strengthen the State on creative literature front, providing the literary aspirants with a platform to brush-up their talent and at the same time, creating conducive literary atmosphere in the society.

It requires here a mention that the curtains on the literary sitting was raised on 14th December, 2008 and APLS, going strong, is organizing a special literary sitting on August 11 next, numbering 50th along with supplementary literary activities to boost the literary movement in the state.

In today's session, R N Koley presented a short story in English titled 'Message Box' and read out the Bengali version of Assamese story called 'Pharinger Bagar Mara', originally written by Dr Pekba Ringu. Mukul Pathak contributed an Assamese poem 'Janata' and a satire in a single sentence containing 620 words titled 'Khadaya Surakha Aru Kichu Anuvab'. Arunika Koley, a child prodigy from KV No II read out a self-composed feature titled 'My Home, My district'.

Among others, APLS AGS Dr Pekba Ringu and a CRPF official Nabendu Sinha Roy attended the session.

APLS chief Y D Thongchi, in his brief speech, acknowledged the support and cooperation of the media fraternity and said, we have treaded the path so far courtesy their continuous support towards the noble cause of literary development in the state.

 

 

TCS urges ATSU to maintain peace during election cum conference

DAPORIJO, Jul 14: Tagin Cultural Society (TCS) has appealed to the All Tagin Students’ Union (ATSU) to maintain peace during its ensuing conference cum election.

Addressing the joint meeting of TCS and ATSU here today, TCS President Tabu Paktung appealed to the students not to collect donation forcefully and conduct the conference smoothly.

TCS Secretary General Lardik Kare urged the student leaders not spend much money in the name of election their first and foremost duty was to work for the welfare of the student community.

Outgoing ATSU President Taring Rai narrated his experiences and various other problems faced during his tenure. Appreciating the TCS’s for the valuable suggestions, he assured the meeting to maintain peace and harmony during the conference cum election of ATSU.

The meeting was held to discuss the ensuing conference cum election of ATSU and attended by senior and present executive members of both ATSU and TCS.

 

 

APPRCC demands devolution of power and function

ITANAGAR, Jul 14: Altogether 16 ZPCs and more than 158 ZPMs participated in the Arunachal Pradesh Panchayat Raj Coordination Committee (APPRCC) convention and conference held on July 13 at Banquet Hall, Itanagar under the Chairmanship of ZPC Papum Pare Nabam Aka.

Participants actively taking part in the deliberation stated that they want full co-operation from the state Govt to make Panchayat Raj vibrant. They demanded that as per Article 243 of Indian constitution, devolution of power to the Panchayat Raj should come into force so that, elected panchayat leaders of the state can work as tools between grass root people and the govt.

While participating in the programme, Minister Power, RD and PR, Tanga Byaling in his brief speech encouraged the PR leaders and asked them to work hand in hand with state govt. He assured to extend all possible help to PR for the greater interest of state.

Byaling further informed that the fund for ZPCs vehicles will be released soon.

Newly elected AAPRCC chairman Shushil Nalo who is alsoZPC Upper Subansiri has appealed to all section of the people and organization to cooperate with Panchayat Raj institution  as well as Govt for smooth function and all round development of the state. ZPC Kurung Kumey SanghaTagik is the secretary of AAPRCC.

 

 

ADU for speedy trial of all criminal cases

ITANAGAR, Jul 14: Arunachal Development Union (ADU) has decided to file a Public Interest Litigation (PIL) soon in the Gauhati High Court for directing the State Government for speedy trials and prosecutions of both civil and criminal cases pending in various courts for the last 30 years.

“The union feels that due to non disposal and conviction, particularly of the criminal cases, many hardcore criminals are roaming scot free after committing heinous crime like murder, rape, dacoit, extortion, etc.” the Society said in a release.

“Such unchecked criminal activities can not only disturb peace and tranquility of a society but it also set bad examples for the younger generation,” the society said while citing example of Tongam Rina shooting case, brutal murder of an engineering student at Bank Tinali and rape and murder of 3 year old girl at Bhalukpong that shocked the entire state.

“Arunachal will become crime and criminal free state in the country if the criminals are put behind the bars by judiciary by means of speedy trial of all pending cases against them.”

Demanding early separation of judiciary from executive, the union hoped that the state govt. will fulfill its constitutional obligation by separating judiciary from executive as mandated by article 50 of constitution of India.

The union also demanded the State Government to come out with white paper on alleged illegal appointments in various Govt departments and issue directives to the respective departments to terminate those illegal appointees within six months.

As per RTI Documents, more than 2000 illegal appointments has been made in various govt. departments right from group D to B officers in the last five years. All the appointments were made without following the due process of the rules for appointment and by passing the constitutional scheme in public employment it is also to state if any appointment, whether temporary or regular or otherwise, is made without any advertisement and without considering the claims of other eligible candidates, the same is illegal being violative of article 16 of the constitution of India, the release alleged.

The Union also demanded that State Government should direct all head of the departments to host the name of all employees of their respective departments in the official websites of the Government of Arunachal Pradesh, in order to avoid RTI applications on such matters.

This was made clear by Guwahati high court referring to the judgment of  Supreme Court of India in state of Karnataka vs. Uma Devi(3), (2006) 4 SCC1, while giving a judgment in PIL no 33/2012, particularly illegal appointment in the department of tax and excise.

Therefore the union asks the state govt. to constitute an enquiry committee headed by a retired judge of high court to investigate the matter and if found illegal all the appointee must be terminated within six months.

Bandh is bad for daily wage earners

Dear Editor,

Through your esteemed column could like to lay down few points in regards to bandh culture. Please examined yourself before you are going to issue a bandh call? Are you are really fighting for community or society? Dear my young friends of Arunachal Pradesh, your demand may right but your method to fight for justice is wrong. The daily wage earners are suffering most among all. My question is do you  think bandh is the only way to fight agaist the government. Righteous, justice and peace is only when you repents in your heart, mind and soul that we can transform our society. The daily wage earners are crying for justice. Who will fight for them?

Likabali’s woe

Dear Editor,

I want to bring to the notice of concerned authorities by highlighting the fact that in my area Likabali, road condition has become so bad that potholes some as big as 5 feet wide can be found along full stretch of the road. This condition has put most of the residents in difficulty since not only they can damage our vehicles but also put lives of people at risk due to frequent accidents.  It is surprising that such huge pothole which can at times cause major accident is not repaired by the responsible authorities.

Right from our school days we have been taught that “as a driver” we need to obey the road signal signs as they control our speed limit. But come here in Likabali or any corner of Arunachal, ‘Potholes’ does that job.

Even when the government changes at times, the road conditions remain the same. In any attractive city, it is the nice streets, beautiful parks, and family activities that draw you in. I have never visited a place and said, “Wow, I really want to live here, because the streets are horrible, the schools are broke and there are no public spaces.”  I would seriously like to request the authorities to check for themselves.

For how long will we dodge pot holes and bumps in the roads? The possible act to repair the potholes by the officials is really pathetic. The fundamentals of road engineering are not being followed for repairs of potholes which are disastrous and prone to accidents. Everything for repairs are being done in most careless manners, may be by the contractor, and not at all supervised by technically qualified staff. As I have seen the ordinary workers fill up the potholes without being directed for the reliable procedure for repairs. No wonder that the repairs are unsuccessful. Then regarding repairs of paving block’s road repairs, nobody bothers for it. Moreover, we must be shameful to announce our inability to maintain the well-conditioned roads.

Gone are the days when authorities could blame the monsoon and get away with it. The situation now is terrible year round. I am astounded that such a pitiful condition of roads still does not evoke any remedial action from the powers that be. Ordinary citizens are left to suffer. Perhaps shame is too much for us to expect from them and too trivial for them to even feel.

Through the columns of your esteemed daily, I sincerely hope that the matter will be looked into on priority and some action for improvement of the road will be taken.

Install high mast light at police colony

Dear Editor,

Through your esteemed daily I would like to remind concern authorities for installation of a high mast light at appropriate place in police colony. Since there are no streets lights in police colony it is not safe. It is very necessary to install atleast one high mast light to counter mischievous activities at night. So therefore we request capital administration and power department to take immediate step and necessary action for the welfare of the man in uniform. Last but not the least we have high expectation from Deputy Commissioner Capital, Sanjay Goel in this regard.

Food insecurity

Global cereal production is expected to increase by 7 per cent in 2013 compared to last year, the United Nations food agency said, but warned that in spite of a boost in supply, various regions including Central Africa, West Africa and Syria are still affected by food insecurity.

In its crop prospects and food situation report , the Food and Agriculture Organization forecasts that cereal production this year will reach 2,479 million tonnes, a new record level.

Wheat, coarse grains and rice production are all expected to expand, which will help replenish global supplies of cereal and stabilize markets over the next year, the report says.

However, the report warns that many developing countries are still affected by food insecurity. In particular, the report focuses on various countries where conflict is preventing the population from satisfying their food needs.

In Syria, wheat production dropped significantly this year due to the escalating conflict in the country. The livestock sector has also been severely affected, and the report estimates that some 4 million people are facing severe food insecurity.

In Egypt, civil unrest and dwindling foreign exchange reserves are also raising serious food security concerns.

Conflict has also affected food security in the Central African Republic  and the Democratic Republic of the Congo.

In the Sahel, which has previously experienced famine, the overall food situation is favourable in most parts of the region, the report said, due to an above-average 2012 cereal harvest. In spite of this, a large number of people are still affected by conflict and the lingering effects of the 2011-2012 food crises.

In East Africa, serious concerns remain in conflict areas in Somalia, the Sudan, and South Sudan, with 1 million, 4.3 million and 1.2 million food insecure people, respectively.

In total, there are 34 countries requiring external food assistance, of which 27 countries are in Africa.
